| Description | This paper examines some of the conceptual issues related to the rise of regional inter-state co-operation, looking in particular, at security and defence co-operation. It presents the different options for co-operation and then examines a wide range of regional security co-operation organisations in the developing world, seeking to identify trends, similarities and differences, and to identify best and worst practices.
It does not deal with organisations in the developed world, save to use them as examples, and it does not aim to be comprehensive with regard to the developing world: not all regional organisations with a security element have been dealt with, and some relatively minor institutions have been selected in preference to larger ones because they highlight important issues and decisions regarding type and character. The aim of the paper is to highlight the key challenges involved in constructing regional organisations, in order to develop insights that might be applied to the Southern African Development Community (SADC) and the African Union (AU), which are the subject of an additional study.
