5. Promoting Security Sector Reform in the Horn of Africa

The Cranfield Centre for Security Sector Management (CSSM) participated in the regional workshop in Addis Ababa, organised by the Centre for Policy Research and Dialogue (CPRD), Addis Ababa, Ethiopia and the Institute for Security Studies (ISS) Pretoria, South Africa, which explored the challenges around promoting SSR in the Horn of Africa. The workshop attracted a broad attendance from across Africa with lead speakers from members of parliaments, civil societies and the IGAD countries. The African Security Sector Network was well represented. DFID UK and the World Bank were also present.
In addition to the Africans sharing experiences with their colleagues from the IGAD countries on a range of SSR topics the workshop focused in on 3 key areas: DDR and post conflict stability; civil-military relations; and defence and security reviews.
A report will be drawn up by the organizers and circulated in due course. The broad conclusions are likely to be anchored in some of the following areas:
Role of the IGAD REC and the importance of a regional security architecture
- Importance of developing a National Security Policy
- Need to support IGAD’s work on a regional security policy
- Build DDR expertise across the region – learn from previous case studies
- Improve Civil-Military and SSR literacy across the public sectors and civil societies
- Importance of building networks at all levels
- Mainstreaming the SSR debate into wider agendas
- Build a Horn of Africa Security Sector Network
The organizers are committed to producing and promoting a fully developed agenda for SSR in the Horn of Africa.
